Do herbal teas count as fluid?

They do, and they add to the day's total. The guideline lists herbal teas among the drinks for workplace snack breaks.

Herbal teas are part of the fluid you drink and they add to the day's total. TÜBER, Türkiye's national dietary guideline, lists them among the drinks that can be consumed at workplace snack breaks, together with milk, ayran, lemonade and fruit juice. They do not fully take the place of plain water; with the sugar added to them they can turn into a different item.
